Forecasting the Long-term Impact of COVID-19

The City of Denver faced a significant challenge in forecasting the long-term economic and revenue impacts of the COVID-19 pandemic, which created a $226 million budget shortfall and made it difficult to plan for the future. To address this, the city partnered with the vendor Slalom, which provided pro bono consulting services and data analytics expertise.

Slalom assembled a team of consultants who collaborated with Harvard students to create dynamic, customized forecasting models and user-friendly tools for key city departments. The solution included R Shiny applications and Power BI dashboards that allowed the city to adapt revenue projections as circumstances changed. As a result, the City of Denver gained the ability to make data-driven decisions, better support vulnerable communities through a resiliency analysis, and is now equipped with reusable tools to manage not only the current crisis but also future economic shocks.
