The United States Department of Agriculture (USDA), a federal department with 29 agencies and over 130,000 geographically dispersed employees, faced a fragmented learning environment with multiple legacy LMS platforms that hampered consistent delivery of diverse training across business, IT and compliance topics. The agency needed a centralized, scalable solution to administer and deliver courses and content to a wide range of learners and roles.

USDA launched AgLearn, a consolidated LMS, and deployed Skillsoft content—including SkillChoice® courses, book collections, performance support videos and selected compliance titles—accessible via desktop and mobile and enhanced with social media and gamification. The program now serves 130K users across about 2,000 U.S. counties and 100+ countries, has recorded over 5 million course completions, and realized $74 million in cost avoidance over three years while shifting the culture toward a learning-centric organization.
