Training Jumps +95% Thanks to the U.S. Dept. of Housing and Urban Development's ‘IDEA Learning Highway’

The U.S. Department of Housing and Urban Development (HUD), led by Chief Learning Officer Matisha Montgomery and LMS lead Susan Farrell, set out to build an agency-wide culture of continuous learning to improve skills, retention, and DEIA awareness. Although HUD offered many training options, low awareness and competing time priorities meant individualized learning was often deprioritized, creating a barrier to career development.

HUD adopted Skillsoft Percipio—curating DEIA, compliance, and leadership content—and launched the IDEA Learning Highway channel plus monthly webinars and an "Empower Hour" to give staff dedicated time and curated learning paths. Available to 8,000+ employees and promoted to over 1,200 via webinars, the initiative produced a 95% year‑over‑year increase in learning, 97% positive course experiences, 98% who understood and plan to apply the material, and an NPS of 69.
