Far North District Council Discovers the Power of Elearning

Far North District Council (FNDC) is a local government in New Zealand’s far north with about 350 geographically dispersed staff serving a largely rural, tourism-focused region. FNDC faced a challenge delivering timely, flexible and cost-effective training—off-site workshops were expensive, disrupted productivity, and limited development of transferable leadership and workplace skills across the organisation.

FNDC implemented the Skillsoft Percipio digital learning platform alongside a performance-management system to assess needs, deliver on-demand courses, and track career progression. Targeted actions—manager-led assessments, a 16-week project-management program for an eight-person wastewater team, and a pandemic “Stay Well Away From Work” support channel—drove at least 75% learner participation and helped 10% of staff move into senior roles, creating a stronger, more engaged workforce.
