City of Topeka improves pavement PCI with Brightly Software, cutting end-of-life roads to 4.7%

The City of Topeka's Public Works department faced the challenge of proving the financial requirements for its pavement renewal program funded by a 0.5-cent sales tax. They were also tasked with improving their average Pavement Condition Index (PCI) from 55 to 60 over a decade and demonstrating what could be achieved with a potential budget increase. To address this, the city engaged Brightly Software and utilized their strategic asset management tool, Siemens Predictor.

Using Brightly Software's Predictor tool, the city modeled various funding scenarios. The solution revealed that by strategically modifying treatment strategies within their existing $24 million annual budget, they could not only meet but surpass their PCI target while reducing the percentage of roads nearing end of life from 10% to 4.7%. The models also proved that a larger budget increase would yield minimal improvement, allowing the city to make data-driven decisions.
