Preview of the City of Topeka Case Study

City of Topeka cuts roads at end of life to 4.7% with Siemens Asset Management Software

The City of Topeka's Public Works department faced the challenge of proving the necessity of its existing 0.5-cent sales tax funding to improve the city's Pavement Condition Index (PCI) from 55 to 60 over a decade. Their task was further complicated by a request to model the outcome of a potential budget increase. To address this, the city partnered with Siemens Asset Management Software and utilized its strategic asset management tool, Predictor.

Using Siemens' Predictor, the city leveraged its existing data to model various funding scenarios. The solution demonstrated that by strategically modifying treatment plans, the target PCI could be exceeded and the percentage of roads failing could be significantly reduced, all within the existing $24 million annual budget. The analysis by Siemens also revealed that a proposed budget increase to $31 million would yield only a minimal improvement, providing clear, actionable evidence for the City Council and taxpayers.
