Helping French Auto Insurers fight claims fraud by organized crime rings

ALFA, the Agency Against Insurance Fraud (an offshoot of the French Federation of Insurance representing 320 member companies), needed a way to detect and dismantle organized auto-insurance fraud rings that span multiple carriers while meeting strict CNIL privacy requirements for anonymized personal data. To coordinate cross-insurer detection, ALFA selected Shift Technology’s Shift Claims Fraud Detection to power a collaborative, privacy-compliant anti-fraud initiative launched in 2015.

Shift Technology aggregated anonymized claims from participating members (initially AXA, Macif, Matmut and Pacifica, roughly 30% of the market) and ran them against six core fraud scenarios to surface networks and suspicious patterns; alerts are validated by ALFA and only high-confidence, multi-insurer cases are passed to members. The program now analyzes over 30% of French auto claims, posts a 57% hit rate on flagged alerts, and targets more than 50% coverage by Q1 2021—helping ALFA and its members detect organized fraud more effectively and reduce fraud-related costs.
