Brigham Young University (BYU), a large higher-education institution, faced a flood of IT project and support requests that overwhelmed its Office of IT. With no objective way to relate requests to applications or prioritize work, resource allocation became ad hoc, projects missed commitments, and leadership needed to reduce overall IT costs while aligning capacity with demand.
BYU created a Change Governance framework and deployed Serena Mariner to automate project portfolio, resource and application portfolio management. The new visibility let IT eliminate low‑priority projects, capture 100% of time spent, and measure application TCO; as a result BYU shortened its budget cycle from 9 months to 6 weeks, reduced PMO operating costs by 47% (and budget-process costs by 84%), and now prioritizes projects based on strategic business value.
