Wind Farm in Mexico Completes First Successful IEC 61850 Application With Multivendor Interoperability

Comisión Federal de Electricidad’s La Venta II Wind Farm in Oaxaca, Mexico needed a new substation protection and control system that could meet IEC 61850 requirements while interoperating across multiple vendors. The project also had to support bay control, GOOSE interlocks, redundant SCADA gateways, and local HMI functions, while satisfying CFE approval and naming conventions.

Schweitzer Engineering Laboratories (SEL) provided the protection and control IEDs, built and staged the panels, and supported commissioning and staff training for the substation. The completed multivendor system integrated 24 devices from 6 vendors and successfully validated IEC 61850 interoperability; SEL’s GOOSE-based protection testing showed interlock operation was 12 milliseconds faster than hardwired operation, helping CFE gain confidence in the standard for future deployments.
