Moving to a Culture of Blended Learning

Burnsville-Eagan-Savage School District 191, a suburban Minnesota district serving about 9,000 students across 15 schools, faced a major technology gap: no 1:1 program, no learning management system, and no formal tech program. To fulfill Vision One91—redesigning the district to prepare “Each Student Real-World Ready”—the district secured a 10-year $2.5M levy to expand technology and shift instructional practice.

The district rolled out a Chromebook 1:1 initiative and adopted Schoology as the academic “home,” then partnered with Schoology’s Professional Development team to deliver a research-based, 9-month Blended Learning PD for teacher leaders (initial cohort of 15). Teachers quickly became internal trainers, copied and customized PD materials in Schoology for district-wide scaling, extended blended learning to grades 6–12, embedded culturally responsive practices, and reported immediate classroom application, strong peer-sharing, and growing momentum across schools.
