North Carolina’s criminal justice agencies faced growing data volume, outdated systems and shrinking budgets that made it hard to get a complete, timely view of individuals with prior records. To avoid missed leads and slow manual processes, the state needed an efficient, integrated application that would give courts, law enforcement, probation and parole quick access to accurate offender information.
The state partnered with SAS to build CJLEADS, a secure, web‑based system that consolidates disparate criminal justice data, offers automated watch‑list alerts and supports fast searches and vehicle lookups. Hosted and managed by SAS and built on SAS analytics and integration tools, CJLEADS now serves more than 26,000 users, improves decision‑making, enabled faster arrests and process automation, and delivers an estimated $12 million in annual time and cost savings.
