VivaCell‑MTS, Armenia’s leading telecom with over 2.1 million subscribers, wanted to add customer value and reduce congestion-related issues without raising costs. The challenge was to incentivize heavy data usage during idle periods so subscribers avoid bill shock and the network operates more efficiently.
Using Sandvine’s end-to-end policy solution, VivaCell‑MTS zero‑rated all data between 2:00–8:00 AM on select plans, offering free unlimited off‑peak access. This quickly drove overnight scheduling of data‑intensive tasks, increased perceived value for users, reduced quota overruns and bill shock, and improved network efficiency by lowering the peak‑to‑trough traffic ratio while rapidly deploying the new service.
