Paratus Telecom, a Namibian operator with regional and international points-of-presence, launched an LTE network and wanted to stand out by offering innovative, OTT-friendly subscriber services that appeal to its largely millennial customer base. The challenge was to rapidly create differentiated plans that delivered clear consumer value while supporting both prepaid and postpaid users.

Using Sandvine’s Service Delivery Engine as the PCRF/PCEF, Paratus quickly deployed the Pulse plan—5 GB of general data plus zero-rated Facebook and WhatsApp—and other differentiated offerings like a Netflix-bundled Flix plan, with the platform also readying the operator for VoLTE. The result was a compelling, connectivity-focused product lineup that keeps users always connected, accelerates service rollouts, and gives Paratus greater agility to update plans to match customer demand.
