Comcast, the largest home Internet provider in the United States serving over 23 million subscribers, faced rapidly growing traffic volumes—especially from over‑the‑top video—that threatened subscriber quality of experience (QoE). The company also needed any solution to be compliant with evolving U.S. network neutrality expectations and to avoid protocol discrimination.
Comcast deployed Sandvine’s subscriber‑aware, protocol‑agnostic Fairshare Traffic Management (aligned with RFC 6057) to address congestion only where and when it occurs. The system monitors CMTS port utilization via SNMP, queries IPDR records to identify impacted cable modems, and applies targeted congestion controls so bandwidth is shared fairly, preserving QoE for the maximum number of subscribers while remaining non‑discriminatory.
