Norfolk County Council, the top-tier local authority serving about 900,000 residents with roughly 22,000 employees across multiple services, faced strict government security and audit requirements while relying on slow, form-based identity processes. Legacy systems were siloed from HR, produced no reliable audit trail, left temporary and orphaned accounts unmanaged, and created risks around timely provisioning and de-provisioning of access.
NCC implemented SailPoint IdentityIQ to automate joiner, mover and leaver workflows, integrate with HR, and enable self-service password management and provisioning for key systems. The program terminated over 700 orphaned accounts, reduced service desk tickets and managerial manual work, improved new-hire productivity from day one, and now extends self-service email and mailbox management with payroll provisioning and mandatory training gating access on the roadmap.
