The Health Plan of San Mateo (HPSM), a South San Francisco public Medi‑Cal managed care plan covering about 95,000 lives, faced escalating regulatory scrutiny from California Department of Healthcare Services audits and new Medicare compliance requirements while its policies and procedures were scattered across binders.
