Harrisburg Area Community College aligns goals and achieves 100% participation

Harrisburg Area Community College (HACC) is a multi-campus community college serving over 16,000 students in central Pennsylvania and employing more than 800 staff. Faced with a paper-based performance review process that consumed about 30 HR person-hours, produced incomplete records and never achieved full participation, HACC set goals to make appraisals strategic, automated, trackable and electronically stored.

After an RFP, HACC selected Halogen Performance, bought 500 licenses and launched a web-based appraisal system (later adding Halogen 360). The automated system produced electronic records, real-time reporting and reminder notifications, improved manager–employee communication and goal alignment, freed HR from manual filing, and drove participation from roughly 50% to 100%.
