The North Carolina Licensing Board for General Contractors faced the challenge of modernizing its 83-year-old, paper-based license renewal process for its 30,000 contractors. As the last state to move this process online, the Board hired S&A Communications to brand the new system, educate contractors on the change, and drive adoption, with a goal of 67% compliance for the first renewal season.

S&A Communications developed an integrated marketing campaign, creating the "NCCLiC" brand and deploying a multi-channel strategy including digital ads, direct mail, partner outreach, and Facebook advertising. The campaign far exceeded its goal, achieving over 90% contractor compliance. The Facebook ads alone reached over 22,750 people and generated 1,150 clicks at a cost of $0.34 per click, motivating more than 25,421 contractors to create new online accounts. The success led the Board to rehire S&A Communications the following year.
