The University of Tennessee at Martin worked with Ruffalo Noel Levitz on Strategic Enrollment Planning and instructional design after the pandemic exposed gaps in online course delivery and highlighted the need for longer-term enrollment planning. The university wanted a more intentional, structured process, a better use of data, and support for building high-quality online courses without losing faculty expertise.

Ruffalo Noel Levitz led an SEP process and instructional design partnership that involved regular collaboration with faculty and helped open conversations that would have been difficult to have internally. Provost Phil Cavalier said the work helped the university bring forward new programs to stabilize or increase enrollment, and gave leaders a clearer plan for what to do and when to do it during a time of crisis.
