The Evolution of a Midwest Utility’s RCx Offering

Midwest’s Largest Electric Utility partnered with Resource Innovations to scale and modernize its retro-commissioning (RCx) program. The utility’s challenge was to expand a four-project pilot into a robust, fully-funded offering that reduces energy bills and improves equipment performance without major capital investments, while increasing service provider participation and DBE engagement and delivering verifiable, long-term savings.

Resource Innovations implemented an integrated delivery model—combining RCx, monitoring-based commissioning (MBCx), virtual commissioning (VCx®), and Building Operator Certification (BOC) training—streamlining participation and boosting contractor diversity. The program now supports 250+ projects annually with 40 service providers across 1,900+ facilities and 130 million sq ft, has delivered more than 484 GWh and 10 million therms of savings since 2008, increased DBE spend from 6% to 35%, and consistently achieved top customer-satisfaction scores (10/10 in 2021).
