Case Study: Large Oregon Utility Company achieves equitable electric mobility and distributes $5M+ in EV grants with Resource Innovations

EV Grants Foster Inclusive Electric Mobility

Large Oregon Utility Company engaged Resource Innovations to modernize and administer its electric mobility funding after Oregon’s Clean Fuels Program and HB 2165 required utilities to support transportation electrification and prioritize underserved communities. Resource Innovations delivered program administration for the EV Charging Station Grant Pilot that evolved into the eMobility Grant Program, plus the Grant Matching Program, Grant Writing Support Program, and the Oregon EVSE Incentive Program to ensure equitable access and compliance.

Resource Innovations evaluated applications, managed funds, reported charger data, disbursed payments, and provided outreach and technical support for projects ranging from public chargers and EV procurement to e-bike coupons and an e-tractor farm share. The work produced measurable results: since 2020 more than $5 million has been awarded to 77 projects, expanding electric mobility in rural and urban underserved communities and helping the utility scale future transportation electrification initiatives. Resource Innovations’ administration also generated data and community insights to inform the utility’s next grant programs.
