The Metropolitan Police Service (MPS) faced the challenge of serving London’s multilingual communities more effectively while controlling costs and scaling training for large numbers of front‑line officers. In 2010 the MPS launched a centralised language programme to capture, develop and accredit officers’ language skills and close identified capability gaps across boroughs and specialist teams.
MPS implemented a 12‑month blended model combining Rosetta Stone self‑study with tutor‑led tutorials, role‑play policing scenarios and formal assessments. The approach reduced reliance on interpreters, improved response times and community engagement, and delivered measurable value: a bespoke Return on Language Learning model estimated an average annualised return of 35%, with many officers using new language skills regularly in frontline duties.
