A Rogue Wave Software Case Study
The California Department of Water Resources (DWR) faced a shift from siloed applications to a shared, service-oriented platform to speed delivery, cut development costs, and integrate diverse systems (SAP, Documentum, Adobe, Java, Microsoft). To establish enterprise SOA governance and make services discoverable, secure and consumable across platforms, DWR engaged Rogue Wave Software (using Akana technology) to provide a governance and service platform built around Akana Policy Manager, Akana Network Director and the JBoss Enterprise SOA Platform.
Rogue Wave Software implemented a two‑phase SOA platform (development then production in a virtual private cloud) combining Akana Policy Manager for registry/policy and Network Director for service virtualization, routing, security and auditing. The solution let DWR expose and normalize data services so the bonds-and-grants reporting app’s development time and cost fell by more than half; by virtualizing services for other agencies DWR eliminated roughly a 40% per‑consumer integration overhead, delivering substantial ongoing savings, centralized policy enforcement, and scalable, auditable service operations.
