The City of San Antonio provides simultaneous, multi-language transparency for residents

Swagit Productions, LLC needed to help the City of San Antonio deliver more accessible public meetings for a population where nearly 42% speak Spanish at home and many have limited English proficiency. To provide simultaneous English and Spanish webcasts with English closed captioning, Swagit engaged Rock Solid Technologies and deployed EASE™ encoders and streaming services to enable dual live streams and on-demand delivery.

Rock Solid Technologies implemented a solution delivering the same HD video as two simultaneous streams — a primary feed with live audio and English closed captions and a secondary feed with live Spanish voiceover — plus on-demand Spanish videos paired with Spanish agendas and searchable captions. The result was increased civic engagement and inclusivity for San Antonio, contributing to the city’s seventh All-America City Award in June 2018, and gave residents easy access to meetings via TVSA channels and online.
