City and County of Honolulu’s - Customer Case Study

The City and County of Honolulu launched the Honolulu 311 app to let residents report abandoned vehicles, broken streetlights, illegal dumping and other issues, but faced tight budgets, the loss of a traditional 311 call center, and the need for management buy‑in to drive transparency and citizen engagement. To meet those challenges the city selected Rock Solid Technologies and its OneView citizen engagement platform (a Microsoft Dynamics–based CRM and Mobile Application PaaS) to provide a cost‑effective mobile reporting solution.

Rock Solid Technologies implemented the OneView mobile app using GPS, photos and GIS overlays to deliver richer, more accurate reports and streamline staff assignment—reducing manual paperwork and redundant steps. As a result, the City and County of Honolulu has seen measurable increases in citizen engagement and better‑quality service requests, gained positive press and awards (including a Sunlight Award and recognition as a top digital city), and boosted community participation in events like CityCamp Honolulu and local hackathons.
