Richmond and Wandsworth Councils, a shared workforce of over 4,000 staff serving more than 500,000 residents in South West London, faced persistent network and application performance issues—especially across social care systems—and struggled to identify root causes in a complex hybrid working environment. They also needed better visibility to support more customer self‑service, reduce downtime and improve employee experience.
Working with partner Teneo, the councils deployed Riverbed Aternity Digital Experience Management (about 3,000 licences) to monitor end‑user experience across devices, networks and third‑party web systems. The solution enabled proactive monitoring, faster root‑cause identification, stronger vendor accountability, improved system stability and maintained employee productivity—helping IT plan hybrid resources, prioritise upgrades, estimate financial risk, and retire redundant tools.
