The Toledo Area Regional Transit Authority (TARTA) faced a challenge where its paratransit demand was outpacing its available drivers and vehicles, threatening service reliability and ADA compliance. To address this, TARTA partnered with the vendor Via to implement dynamic overflow support for its paratransit services.

Via provided a solution where TARTA manages its in-house trips while exporting excess rides nightly to Via’s operations center. Via then dispatches FTA-compliant trips dynamically, scaling capacity up or down daily. This partnership allowed TARTA to fulfill 100% of ride requests without adding fixed costs. Results included an on-time performance of 93%, the completion of 7,000 overflow rides in a single month, and a system that scales seamlessly with fluctuating demand.
