Green Bay Metro faced unreliable paratransit service with poor visibility into booked rides, inconsistent scheduling, and unknown vehicle locations, and needed to expand coverage while replacing underperforming fixed routes. Via partnered with Green Bay Metro to launch a turnkey paratransit service in April 2020 and added GBM On‑Demand microtransit in August 2020, providing Via’s technology, vehicles, drivers, operations management, and customer support.

Via implemented an integrated backend and shared fleet that let riders book by app or phone and gave dispatchers unified operations for both ADA paratransit and on‑demand services. The result: 98% average on‑time performance, 0 missed paratransit trips since launch, more than 20% of bookings completed via app or web, a 2.5X increase in on‑demand ridership in late 2020, and a 20% cost reduction after replacing a fixed route—demonstrating Via’s measurable impact.
