Orange County Transportation Authority (OCTA) needed a first- and last-mile solution in car-dependent Orange County, CA to connect commuters to Metrolink and Amtrak and reduce single‑occupancy vehicle trips. In October 2018 OCTA partnered with Via to launch OC Flex, a microtransit service delivered through a custom‑branded smartphone app and on‑demand shuttle operations serving two service zones.

Via implemented OC Flex with a customized OC Flex app, multimodal “OC Flex Pass” transfers, configurable routing algorithms, reporting and operational support, and an accessible branded fleet. The service produced measurable results: over 4,000 rider accounts, 2.1× ridership growth since the first full month, weekly ridership rising over 22% month‑over‑month, and 37% of riders using OC Flex to connect to fixed‑route transit; as a result OCTA is planning to renew and expand the program.
