Case Study: LA Metro achieves equitable first- and last-mile connections and doubled ridership with Via

A Via Case Study

LA Metro and Via partner to expand transit options for riders

LA Metro faced the challenge of attracting riders with little or no experience using on-demand transit and improving first‑ and last‑mile access to the fixed-route network in underserved neighborhoods. To address this, LA Metro partnered with Via to pilot an equitable, on‑demand ridesharing connection that would feed riders into the rail system.

Via launched the service in January 2019, offering a dynamically‑routed, shared-ride service via the Via app (with TAP card and phone booking, wheelchair‑accessible vehicles, and low flat fares). The Via program links three stations (North Hollywood, El Monte, Artesia) and requires all trips to connect to fixed‑route transit; since launch ridership has more than doubled, over 1,000 new accounts were created in June alone, and 100% of rides connect to or from fixed‑route service.
