Country-wide on-demand service reducing congestion and pollution

Cool is an on-demand shared mobility service launched by the Debono Group in Malta in July 2019 to reduce private car use, congestion, and emissions. Facing one of Europe’s highest car‑per‑capita rates, limited parking, underutilized buses, and costly ride‑hail options, Cool partnered with Via to deploy an affordable, convenient on‑demand shared service (including the Via for Business booking solution).

Via helped scale Cool into a 24/7, country‑wide service—expanded within two days during COVID—with safety measures (acrylic dividers), grocery deliveries, and employer ride programs. The Via‑powered solution operates 47 vehicles across 300 km², with about 40% shared rides and strong commuter uptake (4,000 riders used it five times weekly pre‑COVID), achieving 1.3+ million vehicle kilometres saved and over 340,000 kg of CO2 avoided.
