The UK energy sector, represented by Offshore Energies UK (OEUK), faced a challenge in preparing for complex, multi-threat incidents that combine physical and cyber elements. Most emergency exercises were too predictable and did not replicate the operational ambiguity of real-world hybrid threats. To address this, the sector partnered with Restrata to design and facilitate a comprehensive resilience exercise.

Restrata designed and delivered Exercise Granite Resolve, a multi-vector scenario that combined drone, cyber, maritime, and protester threats to test response teams under conditions of deliberate ambiguity. The exercise revealed critical gaps in mobilization thresholds, information sharing, and cross-domain coordination. As a result, participants gained valuable, industry-wide insights and validated the PEAR framework as a practical decision-making tool, empowering individual organizations to improve their own response plans.
