The Municipality of The Hague managed a competition-driven dialogue for Rotterdamsebaan, a major new access road and the city’s largest infrastructure project. Faced with five consortia and a need to record choices and communications transparently, the team needed a central, structured way to manage functional requirements and avoid scattered Excel lists while keeping the procurement fair and auditable.

They used Relatics as a central systems‑engineering database, sharing the dataset with all bidders and running Q&A through a synchronized workflow that linked questions directly to technical specifications and automatically routed queries to specialists. The approach accelerated the tender process, created an equal playing field (contract awarded in December 2015), and provided a durable, transparent record to monitor requirements, risks and progress into the implementation phase.
