Rijkswaterstaat faced the common dilemma of enabling decentralized flexibility across projects while maintaining central control and oversight. In a presentation by Willem van de Wetering, the case examines the early choices and practical challenges of managing project information, change and systems within that context.

The team developed Grip™, a systems-engineering–based approach combining ICT, statistics and change management to provide a central “grip” on project information. Grip enabled local project autonomy without sacrificing central oversight, improving transparency and information management across Rijkswaterstaat projects.
