MCE partnered with Recurve to understand how COVID-19 was affecting energy use across its customer base. The challenge was that while broad grid data was available, privacy restrictions made it difficult to access building-level information needed to see how residential and commercial customers were faring and to support timely recovery planning.

Recurve used CalTRACK modeling and differential privacy techniques to analyze energy data while protecting customer privacy. The analysis showed that residential usage increased overall while commercial usage decreased, with significant variation by business type and customer, and that weather normalization was essential because weather effects could rival COVID impacts. Recurve’s work also established a stable post-COVID usage baseline to help MCE and policymakers monitor recovery and target support resources more effectively.
