The Municipality of Eindhoven, a major Dutch city, faced a recurring challenge in making complex municipal information on its website accessible and understandable to its diverse population. Many residents, particularly non-native speakers and those with low literacy skills, struggled to find or comprehend information on topics like social assistance, leading to frequent questions. To address this digital inclusion issue, the municipality partnered with ReadSpeaker to pilot its new ReadSpeaker Avatars solution.

ReadSpeaker implemented its AI-generated avatar technology to convert written web content into short, clear videos spoken by lifelike avatars. The solution provided visual and multilingual explanations for difficult topics. The results were significantly better than anticipated, with approximately 13% of visitors to the selected pages clicking on the avatar videos. This high usage rate confirmed a strong need for non-text information and demonstrated ReadSpeaker's success in helping Eindhoven make its digital public services more inclusive and accessible.
