Ottawa County, Michigan Uses Rave 911 Suite to Determine Emergency Caller Locations

Ottawa County Central Dispatch faced a critical challenge: mobile 9-1-1 callers often lack accurate location data and calls can drop or be non‑verbal, leaving dispatchers unable to find or help people in emergencies. To address these gaps in GPS and legacy 9-1-1 infrastructure, Ottawa County Central Dispatch adopted Rave Mobile Safety’s Rave 911 Suite, including Smart911 profiles and two‑way Chat, to capture caller details and enable text-based communication when voice is impossible.

Rave Mobile Safety implemented Smart911 so dispatcher screens display caller-provided addresses, medical info and photos, and a two‑way Chat that lets PSAPs text non‑verbal or disconnected callers. Over six months Ottawa County initiated 3,270 chat sessions while attempting to resolve 5,141 dropped 9-1-1 calls and successfully resolved 680 incidents (13% of dropped calls). The Rave Mobile Safety solution reduced unnecessary officer dispatches, produced substantial cost savings and helped save lives by locating and assisting callers who otherwise would have gone unresolved.
