Tennessee Emergency Communications Board partnered with RapidSOS to address a major 911 challenge: wireless caller location is often inaccurate or delayed, especially indoors. In Tennessee’s NG911 Clearinghouse Pilot Project, the board tested ways to improve the speed and precision of mobile caller location without requiring citizens to use a special app to place a 911 call.

RapidSOS implemented its NG9-1-1 Clearinghouse with device-based hybrid location technology, integrated into participating PSAP call-taking/CAD systems through vendor partners like Pulsiam and Zetron. The pilot showed strong results: RapidSOS location was within 50 meters of ground truth in 97% of calls versus 44% for carrier location, with a median error of 15 meters compared with 96 meters for carrier data. The project also showed faster, more frequent location updates and better indoor performance, demonstrating the value of RapidSOS for emergency response accuracy.
