Using Diagnostic Assessments to Improve a Government Agency’s Workforce

The Aurelius Group, a Service-Disabled Veteran-Owned consulting firm that provides Federal acquisition and human capital services, was engaged to help a large Federal agency with an expanding workload, inexperienced staff and scarce resources. The agency’s roughly 8,000 FAC‑certified employees needed objective, competency‑based assessments (rather than self-assessments) that would be flexible, low‑burden and cost‑effective. To meet those requirements TAG evaluated about 50 systems and selected the Questionmark cloud assessment platform to deliver randomized, job‑relevant diagnostics and immediate coaching feedback.

Using Questionmark, The Aurelius Group built a competency‑based assessment program mapped to the FAI FAC framework, delivering open‑book, randomized item‑bank tests across contracting and program management disciplines, automatic completion certificates for CLPs, and rich reporting and analytics (including Question Statistics and Results API/OData integration for Power BI). The program has produced thousands of Coaching Reports, given leaders enterprise‑level views of workforce strengths and gaps, supported data‑driven training investment decisions, improved individual IDPs and learning choices, and proved to be a flexible, cost‑effective way to measure and track performance over time.
