Regence Bluecross, part of The Regence Group, needed a reliable way to evaluate an information-technology skills training program and meet reporting requirements from the Oregon Department of Community Colleges & Workforce Development. The Organizational Development team adopted the ASTD tool based on Kirkpatrick’s model to capture immediate and follow-up learning, performance and transfer data, and used Questionmark online assessments to deliver and collect those evaluations.

Questionmark provided browser-based assessment forms (with a SQL Server backend) and a two-part delivery—Part A for immediate Level 1 and 2 feedback and Part B for follow-up Level 3 data—across 17 classes over eight months, producing 490 online assessments. The Questionmark solution gave Regence Bluecross standardized, benchmarkable data by participant, class and instructor, showed strong positive ratings across Levels 1–3, and proved an efficient, cost-effective way to measure and report training impact.
