Philadelphia Parking Authority Certifies Taxi and Limo Drivers

The Philadelphia Parking Authority (PPA) licenses thousands of taxi and limo drivers and needed a secure, reliable way to certify that candidates understand customer service, regulations, safety and other critical topics. To replace paper tests that were easily shared, PPA adopted Questionmark’s assessment management system (with the optional Questionmark Secure browser) to deliver multimedia-rich certification exams — including video and photo scenarios — requiring an 80% pass score.

Questionmark implemented randomized item banks so no two adjacent candidates get the same test, jump blocks to route candidates to targeted questions, proctored delivery with the Secure browser, and customized Questionmark Coaching Reports that give diagnostic feedback without exposing content. The change strengthened test security, provided actionable insights into weak topic areas, and helped PPA improve training and candidate performance — in PPA’s words, producing “better tests and better drivers.”
