The Irish Government Streamlines its Decision-Making Processes with Quark Enterprise Solutions

The Irish Government needed to modernize a decades‑old, paper‑based decision‑making process used across 15 departments and by some 6,500 knowledge workers. Government memoranda were slow to produce and distribute, hard to secure and search, and difficult to ensure they met the Cabinet Handbook’s strict structure and content rules or to deliver in multiple formats for print, web and mobile.

Working with Quark, the government implemented eCabinet, a web‑based, XML content‑automation solution built around Quark XML Author and an enterprise portal. The system enforces handbook rules within a familiar Word environment, enables real‑time secure circulation, personalized multi‑format publishing, and streamlined collaboration; rolled out to all departments, it eliminated paper bottlenecks, sped approvals, improved compliance and made decision‑making faster and clearer.
