Keeping Top-Priority Legal Data Safe from Unauthorised Access

The State Enterprise Centre of Registers of Lithuania manages three national legal registers containing highly sensitive data on real estate, land boundaries, company ownership and addresses, and must balance strict EU data-protection requirements with growing public demand for fast, web‑based access. Faced with a complex, poorly documented infrastructure of hundreds of servers and about 100 applications — and limited IT staff — the organisation needed a scalable way to discover assets, find vulnerabilities and secure web applications.

By deploying Qualys Vulnerability Management and Web Application Scanning, the Centre now runs automated discovery and weekly scans across roughly 300 systems and 15 web apps (with more planned), prioritises remediation and enforces secure releases. This approach cut critical vulnerabilities by at least 50% on key systems, reduced web‑app testing from about a week to hours, materially improved code quality (new apps now rarely show more than a few issues) and made compliance and ongoing protection far more efficient.
