The State of Zacatecas's Secretariat of Administration, responsible for the Mexican state's human and material resources, needed to modernize its management system. The challenge was to better monitor and control key performance indicators to meet the requirements of its quality certification (ISO 9001:2008) and improve internal and external reporting. To address this, they turned to QPR Software for a technology-based solution.

QPR Software implemented its QPR Metrics and QPR ProcessDesigner software to create a balanced scorecard-based performance management system. This solution provided a clear, traffic-light style view of goals, streamlined the capture of operational data, and involved employees in the continuous improvement process. The results included timely delivery of indicators for national comparison and internal decision-making, enabled root cause analysis for performance deviations, and legitimized the new management model across the secretariat's 10 administrative units and 500 employees.
