Vellinge Municipality, a local government in Skåne County, Sweden, needed better cost visibility to preserve its low-income-tax policy. Its finance team, controllers and some 60 budget-holding managers struggled to analyze disparate data from multiple back-end systems, lacked strong cost controls, and required a tool usable by staff without formal finance training.

Vellinge deployed QlikView to about 100 employees, consolidating data into a single dashboard and enabling fast, self-service analysis after just days of training. The solution increased cost awareness across the organization, reduced operating costs (allowing further tax reductions), lowered reliance on IT and consultants, and turned nonfinancial staff into effective financial stewards.
