Svedala Municipality, which serves about 18,000 residents with some 1,300 employees, faced a post‑reorganization challenge: give newly budget‑responsible managers a fast, easy way to analyze costs from disparate systems without relying on expensive consultants, while protecting service levels. Previously, managers had to manually print and compare data from multiple sources, slowing decision‑making and obscuring true operating costs.

The municipality deployed QlikView to 50 users across finance and HR, linking Excel and systems like Personec and Raindance into a single dashboard—an initial application was live within one week with only a half‑day of vendor assistance. The solution increased cost awareness, reduced IT dependency, empowered staff, and delivered tangible savings, including a €100,000 reduction in annual overtime between 2003 and 2004.
