A Qlik Case Study
Gemeente Haarlem is the city council for 150,000 residents in the Netherlands, employing about 1,200 staff. Facing public-sector spending restraints, the council needed to reduce costs and embed a shared-services, performance-management culture but was hampered by fragmented BI tools (Cognos, Crystal Reports, Excel, Access) and disparate data sources. HR was chosen as the pilot area to test a single, easy-to-use BI solution for monitoring personnel, payroll and core service processes.
The council deployed QlikView (initially 8.0, upgraded to Enterprise Server 9.0) with support from The Implementation Group, rolling out some 25–30 applications, about 100 daily users and 150 document users, and integrating mapping and mobile access. The program delivered faster, more reliable reporting, lower IT maintenance and licence costs, reduced low-level reporting roles, greater manager acceptance of performance tracking, and freed time from data-checking so teams can focus on remedial actions and service improvements.
