Communauté Urbaine de Dunkerque Focuses on Spending Efficiency with QlikView

Communauté Urbaine de Dunkerque (CUD) is the municipal authority for 16 communes in north‑east France, serving about 198,000 residents. Tasked with assessing public‑spending efficiency across HR, finance and energy, the CUD faced disparate data sources and needed a fast, easy‑to‑adopt BI solution that managers could use autonomously.

CUD deployed QlikView to roughly 40 managers, integrating data from BusinessObjects, Excel, AS/400 and Oracle and delivering the first application in five months. Managers now create interactive dashboards themselves, with about ten resource‑management apps in use or development; the rollout made it possible to monitor spending efficiency that was previously untrackable, sped time‑to‑value, and drove broad adoption across HR, finance, energy and waste operations, including mobile presentation use.
