Clutha District Council (CDC) is a largely rural New Zealand local authority responsible for about 18,500 residents, managing NZ$1 billion of infrastructure across 6,400 km² — including nearly 3,000 km of roads and water access for over 2,000 rural properties. With a lean staff of around 120 and a five-person IT team, CDC struggled with time-consuming, error-prone manual workflows (paper and spreadsheets), limited operational visibility of finances, weather trends and project forecasts, and delays in risk assessments and customer callbacks that hindered timely service and crisis response.

CDC deployed Qlik Sense to integrate multiple data sources (including national weather and regional council feeds) into intuitive, customizable dashboards and automated reports. The platform cut reporting time by about 50% and reduced a monthly regulatory report from ~48 hours to 10 minutes, improved callback planning and resource allocation, enabled rapid identification of high‑risk flood areas, and freed staff to focus on higher-value tasks while expanding access via SaaS and embedded tools.
