To guide its policy and budget decisions, the city engaged vendor PRR to conduct a public opinion survey on housing needs, priorities, and preferences.

PRR implemented a bilingual online survey and paired rigorous data collection with targeted community outreach and partnerships to ensure historically underserved voices were included. This approach resulted in 1,475 total survey responses, with 21% of respondents recruited through community outreach. The data provided the City of Bellingham with actionable insights that directly informed updates to its housing plan, leading to policies and investments that better reflected community preferences.
